For associations, the central problem of “Travellers” is that of habitat. The Besson Law of 1990 (named after a member of Savoy), improved in 2000, established the requirement for any town with over 5,000 inhabitants to make stopping places for travelers. But in late 2008, only 42% of the municipalities concerned had actually set up these sites. In a joint text, several advocacy groups Travellers argued that “the logic of expulsion can not be put forward without echoing the shortcomings of reception facilities required by law.” They also insisted that “travelers are French citizens, and always subject to emergency legislation.”
